Property auctions in Russia: how they work and where to find them
In short: property in Russia is sold at public auctions through five main channels: bankruptcy sales, state and municipal property, assets seized by bailiffs, bank collateral and corporate sales. Lots are published in official registers (EFRSB for bankruptcy, torgi.gov.ru for state and seized property) and traded on electronic trading platforms. As of 2 October 2026, Torgi.Otkryto lists 110,647 lots open for applications: 36,320 in bankruptcy sales, 35,033 state and municipal property, 24,627 bank collateral, 10,209 seized property and 4,458 corporate sales.
Bankruptcy sales (Federal Law 127-FZ)
Assets of bankrupt individuals and companies are sold by a court-appointed insolvency (arbitration) manager. Every auction notice must be published in EFRSB, the Unified Federal Register of Bankruptcy Information (fedresurs.ru), and the auction itself runs on an accredited electronic trading platform. The usual sequence is an ascending-price auction, then a repeat auction with the starting price cut by 10%, and if that fails too, a public offer where the price drops in stages until someone buys. The deposit may not exceed 20% of the starting price. Public offers are where discounts appear: as of 2 October 2026, the price had already been reduced for 5,770 of 9,019 bankruptcy public-offer lots, by a median of 25% of the starting price.
State and municipal property (178-FZ, Land Code)
Federal, regional and municipal authorities privatise buildings, premises and vehicles they no longer need and sell or lease land plots. Notices are published on torgi.gov.ru, the State Information System for auctions. Land plots can also be granted without an auction through a «notice of provision» if no competing applications are filed.
Assets seized by bailiffs (229-FZ)
Property seized in enforcement proceedings (cars, flats, equipment) is sold by the Federal Agency for State Property Management (Rosimushchestvo) and its agents. Notices are also published on torgi.gov.ru.
Bank collateral and corporate sales
Banks sell repossessed collateral and non-core assets through their own showcases, often at a fixed price rather than at auction. Companies, including state-owned ones such as Russian Railways, sell non-core property on commercial platforms (Sberbank-AST, Roseltorg, ETP GPB). These sales are not covered by the bankruptcy or privatisation laws and follow the seller's own rules.
How to take part
- Find a lot and read the notice: starting price, deposit, deadline for applications, auction date, documents.
- Get a qualified electronic signature and register on the trading platform where the auction is held.
- Pay the deposit to the account given in the notice before the application deadline.
- Submit the application on the platform; take part in the auction on the set date.
- The winner signs the sale contract and pays the balance within the period stated in the notice.
